The Department of the Interior and Local Government (DILG) Regional Office 2, through the Local Government Capability Development Division (LGCDD), successfully conducted the Orientation on the Open Government Partnership (OGP) Localization Program on July 3, 2025 at the NGN Gran Hotel, Tuguegarao City.

The orientation aimed to deepen the understanding on OGP Localization Program and to introduce the documentation tool that will be used to capture LGU practices over the past three (3) years as a platform to institutionalize transparency, accountability, and participatory governance at the local level.

The activity brought together representatives from ten (10) local government units (LGUs) across the region, alongside officials from the Department of Budget and Management (DBM) and Gawad Kalinga, which served as the service provider for the program.

DILG R2 Assistant Regional Director Elpidio A. Durwin, in his message, emphasized the importance of transparency, accountability, and citizen participation in strengthening good local governance. He also encouraged all participants to commit to the principles of open governance beyond compliance. “Open governance is not a one-time task; it is a continuous and evolving process of listening, sharing, and working together,” he added.

This initiative forms part of the DILG’s continuing efforts to empower local governments in fostering a culture of openness and innovation, aligned with national development goals and the Philippine Development Plan 2023–2028.
