TUGUEGARAO CITY, CAGAYAN –The Department of the Interior and Local Government Regional Office 2 (DILG R2) conducted the LEAD: Leading New Employees to Better Appreciate the Department and Civil Service program on September 17-18, 2024, at the DILG R2 Conference Hall.

The LEAD program is designed to enhance the capacities and competencies of newly-hired employees at DILG R2. Under the leadership of Regional Director Agnes A. De Leon, CESO IV, the program was expertly facilitated by the Finance and Administrative Division (FAD), headed by Chief Administrative Officer (CAO) Ive B. Saludez.

In her opening remarks, CAO Ive B. Saludez warmly welcomed the participants and encouraged them to engage fully in the program, emphasizing the importance of this initiative in strengthening their skills and understanding of the Department's operations. She also expressed her gratitude to the Personnel and Human Resource Management Section for their pivotal role in organizing the LEAD program.

The two-day workshop covered a comprehensive range of topics essential for the new employees, including: Pertinent Civil Service Commission Laws, Rules, and Regulations; 8 Norms of Ethical Standards; Customer Focus: DILG R2 Quality Management System Efforts and Commitments; Prohibited Acts in Government Service; DILG Core Values; Strategic Performance Management System; the Brand Identity Manual and DILG R2 Structure; Organizational Sensitivity in relation to the DILG LG Sector Outcome Framework, Priorities, and Programs; Accounting and Budgeting Rules and Regulations; Property Accountabilities; and an introduction to the DILG Intranet.

In his closing remarks, Assistant Regional Director Elpidio A. Durwin, CESO IV, commended the Finance and Administrative Division for their diligent work in organizing the program. He highlighted the significance of providing a structured orientation for the new hires, some of whom joined last year, to ensure they are well-versed in the Department’s mandates and are equipped with the necessary knowledge and skills to become effective public servants.

The LEAD program was attended by 23 newly-hired employees from both the DILG Regional and Field Offices.
