Diadi, Nueva Vizcaya – The Cagayan Valley – Regional Peace and Order Council (CV-RPOC) held its first business meeting under its newly-appointed chairperson, Governor Carlos M. Padilla of Nueva Vizcaya, at the Lower Magat Eco-Tourism Park on April 14, 2023.

This is the first time that Gov. Padilla will hold the chairmanship for the peace and order council. In his opening message, he said that he is very optimistic that under the watch of the all members including the Vice Chairpersons, PBGen. Percival A. Rumbaoa of PNP RO2 and MGen. Audrey L. Pasia of the 5ID-PA, the Council will achieve much, not only for peace and order situation in the region, but also for the entire country.

Meanwhile, DILG Regional Director Jonathan Paul M. Leusen, Jr., acting as council Head Secretariat, assisted during the inaugural meeting and recommended for the adoption of a resolution enjoining all Local Chief Executives (LCEs) and the Department of Education (DepEd) to observe the proper use of checkpoint barricades in schools to address peace and order-related cases in the region, in relation with the shooting incident at M.V. Duque Elementary School, Baretbet, Bagabag, Nueva Vizcaya on February 20, 2023 that took the life of Aparri, Cagayan Vice-Mayor Rommel G. Alameda, and company.

Member agencies such as the AFP, PNP and PDEA also presented narratives and figures pertaining to the peace and order, insurgency and anti-illegal drugs situation in the region. The meeting also tackled the reorganization of the council including its secretariat, the composition of its Special Action Committees, and the Internal Security Coordinator Center and Officers. It was attended by the Council members from the local government units and national government agency regional counterparts.
