CABARROGUIS, QUIRINO – On May 10 and 12, 2022, following a brief pause brought by the pandemic, DILG Quirino, through the Provincial Audit Team (PAT), has resumed auditing the performances of all municipal peace and order and anti-drug councils (MPOC and MADAC) in the province covering the period of CYs 2019 and 2021.

DILG Provincial Director and PAT Chairperson, Salvacion Z. Baccay, led the audit team in assessing the functionality and effectiveness of the local POCs and ADACs based on existing policies and issuances. Addressing the members of the PAT, she highlighted the importance of conducting performance assessments in the identification of gaps and appropriate interventions for the improvement of the local councils.

Audit criteria for peace and order councils are based on (1) Organization; (2) Meetings; (3) Policies, Plan and Budget; (4) Reports; and (5) Innovations. For the year 2021, General Supervision is included as additional criterion. Meanwhile, anti-drug abuse councils are assessed in terms of (1) Organization; (2) Conduct of Meetings; (3) Allocation of Funds for Anti-Illegal Drugs Activities; (4) Formulation and Implementation of ADAC Plans and Programs; (5) Supervision and Support to Components ADACs; and (6) Innovation/s.

Overall, the performances of the different MPOCs and MADACs in the province are considered “functional” and “high functional”, respectively.

Result of the POC and ADAC audits shall also form part of LGU assessment in the prestigious Seal of Good Local Governance (SGLG).
