
CAUAYAN CITY, ISABELA | The Department of the Interior and Local Government (DILG) – Isabela conducted a Provincial Orientation and Planning Conference for CY 2022 Seal of Good Local Governance (SGLG) Assessment and Anti-Drug Abuse Council (ADAC) Functionality Audit on April 19-20, 2022 at The Hotel Sophia, Cauayan City, Isabela.
DILG Isabela Provincial Director, Engr. Corazon D. Toribio, CESO V, said that the Department is now focused on auditing the performance of local government units (LGUs) and incentivizing the same.
“We are now shifting into performance. Gone are the days that we only look into the compliance of LGUs,” PD Toribio said to the participants as SGLG is now institutionalized through Republic Act No. 11292 or the SGLG Act of 2019.
She also pointed out that while the Department is pushing forward for excellence in governance, LGUs have a responsibility to also put forward their best services to the people.
The SGLG is an incentive, honor and recognition-based program of the government which aims to boost the LGUs’ drive to constantly progress and/or sustain their notable performance across various governance areas.
The government has redefined and polished its all-in criteria making the 2022 SGLG Assessment more challenging for the local government units. From seven (7) governance areas, the SGLG now looks into 10 governance areas.
Incentives will also be given to the passers of the SGLG thru the SGLG Incentive Fund, previously called as Performance Challenge Fund (PCF).
The law also provides for the creation of the Council of Good Local Governance (CGLG) as the policy-making and advisory body to ensure the proper implementation of SGLG.
Participants to the activity included DILG Field Officers, LGU SGLG and ADAC focal persons, while key personnel from DILG Regional and Provincial Offices served as resource speakers. (SOURCE: LGOO II ATHINA ANGELI R. CALATA-PAREL)
