
CABARROGUIS, QUIRINO – DILG Quirino Provincial Office, through its Project Development and Monitoring Unit (PDMU), conducted a province-wide system reorientation on Rapid Subproject Sustainability Assessment (RSSA) Technical Tool at the Quirino Water Sports Complex.
A total of twenty-one (21) participants composed of the local engineers, LGU-RSSA encoders and focal persons and DILG field officers across the province attended the activity on Friday, March 18, 2022.
DILG Cluster Head, Marietta F. Abalus, during her opening remarks, underscored the critical contribution of the RSSA System in maintaining project functionality and operation.
“As a whole, the implementation of the RSSA is projected to contribute to the improvement of local governance and achievement of sustainable development in our communities,” she said.
With only a few of the participants having joined previous orientations, a brief run-down on the history of RSSA was discussed by LGOO II John Lambert Pascual. A presentation of DILG Memorandum Circular No. 123 on Guidelines in the Implementation of the RSSA was also made, highlighting that only Locally-Funded Projects (LFPs) that have been completed for a year or more will be qualified for assessment, specifically, those that are completed in the year 2017 onwards.
A demonstration by Engr. Lester Efhraim P. Cabrillos, on system navigation in the perspectives of the LGU, Municipal Local Government Operations Officers (MLGOOs), and Cluster Head (CH) was also conducted for better system understanding and familiarization.
True to its role as overseer of LFP implementation, the Department, through the RSSA System, ensures that funds downloaded by the National Government to LGUs are judiciously utilized and the intended project purpose is met.
