TUGUEGARAO CITY, CAGAYAN – The DILG Regional Office 02, headed by Regional Director Jonathan Paul M. Leusen, Jr., successfully conducted the Year-End Performance Review, Assessment, and Direction Setting of the DILG-Headed Clusters of the RTF-ELCAC dubbed as R2 KAPIT-BISIG or “Region 2 Key Accomplishments and Peace Initiatives Towards a Balanced and Improved Society through Inclusive Governance” last November 23, 2021 via Zoom Meeting Platform.

This activity aimed to evaluate the accomplishments and assessed the upcoming plans of the five (5) DILG-headed RTF-ELCAC clusters and their member agencies namely, the Basic Services Cluster, Local Government Empowerment Cluster, Sectoral Unification, Capacity Building, Empowerment and Mobilization Cluster, Localized Peace Engagement Cluster, and the Enhanced Comprehensive Local Integration Program Cluster (E-CLIP).

Assistant Director General Ray D. Roderos of the Crisis Management Office, National Security Council, highlighted in his opening message that the programs of the RTF-ELCAC such as the Barangay Development Programs are truly game-changers in our society.

Meanwhile, DILG Undersecretary Marlo L. Iringan, CESO III, Undersecretary for Local Government, in his message, commended the conduct of the activity and gave insights as the goals and direction of the RTF-ELCAC for the following year.

The activity was presided by Assistant Regional Director Elpidio A. Durwin of the DILG Region 02, in behalf of Regional Director Jonathan Paul M. Leusen Jr., where he introduced the five clusters and underscored their accomplishments, including attestations of the impact of their programs to the community through their beneficiaries.

The Basic Services Clusters’ report was presented by the newly appointed Regional Director of DSWD Region 02, Director Cezario Joel C. Espejo followed by the presentations of the different cluster heads of DILG Region 02 namely LGCDD Division Chief Catherine Allam-Miranda for the SUCBEM Cluster; LGMED Division Chief Maybelle A. Anog for the LGE Cluster; Head Executive Assistant Atty. Sherick L. Saquing for the Localized Peace Engagement Cluster; and Mr. Philip Tamayao for the E-CLIP Cluster.

An open forum ensued after each presentation to identify and clarify issues and concerns, and to cater recommendations for the different clusters’ implementation of programs and ways forward.

With this, the DILG Region 02 aims to continue to upscale its efforts as the head of the five clusters of the RTF-ELCAC in order to attain its goal of having a peaceful, orderly, and safe community.
