CABARROGUIS, QUIRINO - On June 11, 2021, the Local Government Monitoring and Evaluation Unit (LGMEU) of DILG-Quirino convened the Provincial Management Coordinating Committee (PMCC) to discuss Safety Seal Certification Program via Zoom online platform.

Attending the activity were members of the PMCC namely, PLtCol. Christopher P. Utit, representing PCol. Rommel A. Rumbaoa of the Philippine National Police (PNP); SFO1 Aileen B Dicamhol, representing F/SInsp. Bernard Gawongna, of the BFP Bureau of Fire Prevention (BFP); JCInsp. Aldrin G. Coma and JSInsp. Mario R. Baccay of the Bureau of Jail Management and Penology (BJMP). Also participating to the activity were DILG-Qiurino’s very own Provincial Director Salvacion Z. Baccay; Quirino Cluster Head, Marietta F. Abalus; Program Manager LGOO VI Blessing Grace G. Sagun; and LGMEU Chief/Provincial Focal Person LGOO V Gladys S. Luna.

The committee focused their discussion, among others, on the roles of the DILG and Local Government Units (LGUs) as among the issuing authorities of the Safety Seal including the composition of the respective members for DILG and LGU inspection and certification teams.

The DILG and LGUs are slated to inspect all public buildings, markets, and commercial establishments in the province and their compliance to Minimum Public Health Standards (MPHS) and use of StaySafe.ph application. For DILG it is tasked inspect the Provincial Capital, Municipal Halls including their facilities and buildings, uniformed service facilities and down to the Barangay Halls and other public establishments. The LGUs, on the other hand, shall inspect all business and commercial establishment in their respective areas and all other private establishments located within the Province of Quirino.

The process of the safety seal certification was also tackled by group wherein inspected establishments that have fully complied with all the set criteria shall be issued with the Safety Seal, which shall be valid for a period of six (6) months and renewable not earlier than one (1) month before its supposed expiration date, subject to continued compliance with the eligibility requirements.

The Safety Seal program is an inter-agency effort among the DILG, Department of Health (DOH), Department of Trade and Industry (DTI), Department of Tourism (DOT), and Department of Labor and Employment (DOLE) which grants establishments a Safety Seal to be conspicuously displayed indicating that the building or establishment they are entering are strictly adhering to health protocols against COVID-19.
