150 CSO members train on the monitoring and evaluation of BuB projects

150 members coming from different Civil Society Organizations (CSOs), mostly members of the Local Poverty Reduction Action Team (LPRAT) of the local government units of Nueva Vizcaya, are now prepared to monitor and evaluate projects implemented under the Bottom-up Budgeting (BuB) program after undergoing a roll-out training on BuB Citizen’s Monitoring and Evaluation Scheme on September 29-October 2, 2015 at Highlander Hotel, Solano, Nueva Vizcaya.

For years, the residents of barangay Maddiangat, Quezon, Nueva Vizcaya had to rely on deep well as their primary source of water supply in their community. But with the SALINTUBIG (Sagana at Ligtas na Tubig Para sa Lahat) program of the Department of the Interior and Local Government (DILG), about 400 households in barangay Maddiangat are now connected to a water system thus providing safe and potable water to residents previously left behind by development.

DILG RO2 awards SGLG markers, ready for another round

“Ang limang lalawigan, apat na lungsod, 89 na bayan at 2,311 na barangay sa rehiyon dos ay kumikilala sa galling ng 14 na lokal na pamahalaang namumukod-tangi sa galing ng pamamahala. DILG RO2: “We will confer SGLG passers, gather CSOs on August 24”

14 out of 98 LGUs in region 02 passed the 2014 Seal of Good Local Governance (SGLG) assessment. These LGUs pass all the core assessment areas, namely Good Financial Housekeeping, Disaster Preparedness and Social Protection and at least one of the essential areas: Peace and Order, Environmental Management and Business Friendliness and Competitiveness.

“98 LGUs in the region accepted the challenge of raising the bar of local governance, however, only 14 LGUs made it. From SGLG assessment phase up to now, there has been a show of convergence of the public and private sectors, thus worthy to hold a gathering for our partners, the LGUs and the CSOs”, OIC RD Marlo Iringan emphasized in one of the conferences with the CSOs and Regional Team.

CAPDEV ON THE LCCAP FORMULATION FOR 17 LGUs OF THE PROVINCE OF CAGAYAN

Seventeen (17) LGUs of the Province of Cagayan were provided with training on the Formulation of the Local Climate Change Action Plan (LCCAP) held at the JAPI Hotel, Cauayan City, Isabela on March 16-18, 2015 and March 17-21, 2015.  The two (2)  schools of the training were attended by the Municipal Planning and Development Officers (MPDOs), Municipal Agriculturists (MAOs), Municipal Environment and Natural Resources Officers (MENROs), Local Disaster Risk Reduction Officers (LDRRMOs) and the Municipal Local Government Operations Officers (MLGOOs).

CSOs Affirm Commitment with DILG RO2

“Ang ganda ng mga proyekto ng DILG, nakikita namin ang impact nito sa komunidad”, this is one of the comments of the CSO-partners of DILG RO2 during the budget consultation held last March 19, 2015 at DILG Conference hall, Carig, Tuguegrao City.

DILG RO2’s CSO-partners PROCESS Luzon, Phil. Institute of Certified Public Accountants (PICPA), Philippine Chamber of Commerce and Industry (PCCI) and Son-shine Radio actively participated in the budget consultation for FY 2016. Also presented during the budget consultation were the accomplishments for CY 2014 and the targets for the current year.

In an open forum, the CSO representatives expressed their appreciation to the invitation and were further motivated to do their duties as partners as they witnessed the projects implemented by the department through the Bottom Up Budgeting (BuB) and SALINTUBIG.

OIC RD Iringan initiated to tour the CSO partners to the completed projects on BuB Water in Cabagan, Isabela and BuB Local Access in San Manuel, Isabela prior to the budget consultation for the CSOs to have a glimpse of the implementation of the projects of the department under the BuB.  

DILG RO2 Hits the Year-end with a Bang

In pursuance with the program of the government relative to the continuous observance of economy measures considering its meager fund to support office operations, the Department of the Interior and Local Government Regional Office 02 (DILG RO2) always ensures prudent utilization of its financial resources. Measures for such would include activities that could be possibly carried out at the same time instead of conducting them one at a time. TUGUEGARAO CITY – Hounded by bad experiences in the implementation in the past of the national government’s Grassroots Participatory Process (GPP), formerly known as the Bottom-Up Budgeting (BUB) Program and later on as Grassroots Participatory Budgeting Process (GPBP), the DILG Isabela Provincial Office organized a three-batch activity to better prepare the civil society organizations and local government unit-beneficiaries in the province to ensure the hassle-free implementation of the program in fiscal year 2016.

Isabela Resource Center on Governance Established

CITY OF ILAGAN – Isabeleños need not go any farther in search of information on governance.

The Department of the Interior and Local Government (DILG) Provincial Office and Provincial Government of Isabela have established their joint project in Isabela Resource Center on Governance (IRCG) that will help address the information needs of the people from all walks of life on Administrative Governance, Social Governance, Economic Governance and Environmental Governance.

October 31, 2014 - The Department of the Interior and Local Government Regional Office No. 2 believes that the Local Government Units are the foundation for the development of the nation. This prompted the DILG Region 02 to continuously devise activities that will encourage the local officials to perform their mandated duties and responsibilities with utmost efficiency and diligence and for barangay-based workers, the spirit of volunteerism, In line with this, the Department institutionalized the LGU Incentives and Awards program to give due recognition to local officials who have sown extraordinary performance in local governance.

DILG RO2 PROVES “KAGALINGAN” OF LGUs

October 30, 2014- The Department of the Interior and Local Government Regional Office 02 culminates 23^rd Local Government Month Celebration through the conduct of Local Governance Forum today at Hotel Roma, Tuguegarao City, Cagayan.  The forum was attended by a number of local officials, functionaries and agency directors of the region. It was graced by Executive Director Manuel Q. Gotis of DILG-Bureau of Local Government Supervision, Executive Director Marivel C. Sacendoncillo of the Local Government Academy and a representative from the Office of Secretary Manuel N. Mamba, the Presidential Adviser on Legislative Affairs of the Office of the President.
