DILG Quirino Province – On November 12, 2021, DILG-Quirino convened the Provincial Validation Team for the Seal of Local Governance for Barangay (SGLGB) to examine and validate assessment data submitted to it by the Municipal Assessment Team (MAT) through the SGLGB Information System (IS).

Applying the “3+1” principle, the mechanics for the SGLGB implementation will follow compliance to all of three (3) core areas of assessment, particularly, Peace and Oder, Financial Administration and Sustainability and Disaster Preparedness, while passing at least one (1) of the three (3) essential areas on Social Protection and Sensitivity, Business-Friendliness and Competitiveness or Environmental Management.

The validation process was implemented to (1) verify the effectiveness and efficiency of the parameters developed in assessing barangay governance; (2) Identify practical/potential issues, concerns and challenges that might come up in the full implementation of the program; (3) Advocate community awareness and strengthen key partnerships among stakeholders; (4) To gauge the readiness of barangays to fully participate; (5)Empower barangays, during the pilot testing, to thrive and excel in governance areas being evaluated through the program; and (6) Identify or gather recommendations on the appropriate strategy in its national implementation. It covers one (1) exemplar barangay per municipality with the period of assessment covering CY 2019.

Fortunately, all pilot barangays for each municipality in the province passed the “3+1” criteria for assessment and are already included in the Provincial Consolidated Performance Validation Form to be submitted to the Regional Validation Team also through the SGLGB-IS.
