DILG R02 RD John M.Castaneda delivers his message to the LGOOs V and VI of the region during the PPA based Strategic Communication for Outcome and Result Efficiency at Villa Blanca Hotel, Tuguegarao City

Tuguegarao City, (September 6, 2016) — DILG Region 02 just concluded the 2nd school of Program, Project and Activity (PPA)- based Strategic Communication for Outcome and Result Efficiency (SCORE) today at Villa Blanca Hotel. The activity was participated in by Local Government Operations Officers Vand VI in the region.

Technical personnel of the region actively participated in the lecture-discussion, group workshops, simulation activities and open fora conducted on September 1-2 for the 1st school and September 5-6 for the 2nd school. The two-day training focused on the importance of effective communication as one of the functional competencies that an LGOO V and VI must possess. LGOOs V served as Municipal Local Government Operations Officers (MLGOOs), Section Chiefs, or Unit Heads in the Provincial and Regional Offices. LGOOs VI on the other hand, served as Cluster Officers or City Local Government Operations Officers (CLGOOs).

These technical positions are very crucial in the implementation of programs, projects and activities of the department. Their roles as policy adviser/advocate, performance adviser, compliance monitor, capacity development catalyst and partners require upscaling of communication skills and strategies to be reflective of DILG’s brand identity: Matino, Mahusay at Maaasahan. The personalities of Isko, Isay and Ana as DILG’s identity were also introduced.

Resource Speakers from the DILG-Central Office and Local Government Academy discussed on the what and how to acquire the competencies needed as an LGOO V/VI in the department. Moreover, development partners from the media, academe and Local Resource Institutes were also invited to sit as panel of critiques during the simulation activities.

In his message for the participants, DILG RO2 Regional Director John M. Castaňeda, CESO III emphasized the need for these kind of trainings for technical personnel in order to cope with the demands of the time: “As advocates of local governance, we must not only possess the right Knowledge and right Skills, but most importantly, the right Attitude”.
