CAGAYAN VALLEY – To officially jumpstart the 2016 Citizens Satisfaction Index System (CSIS) Implementation in Region 02, a ceremonial MOA Signing has been done between DILG Regional Director John M. Castañeda and the representatives of the Local Resource Institutes last June 03 and June 15, 2016 at Villa Blanca Hotel, Tuguegarao City and Nueva Vizcaya State University-Bayombong Campus, respectively.

The Citizens Satisfaction Index System (CSIS) is part of the long legacy of the DILG in monitoring the performance of the Local Government Units (LGUs) using internal performance measures that focus on the internal capacity of the LGUs to deliver services. It is a set of data tools designed to collect and generate relevant citizens’ feedback on local governments’ service delivery performance by looking into the citizens’ awareness, availment and their level of satisfaction on the services being provided by the LGUs.

With its successful run in 2015, the Department was inspired to cascade the project to urban municipalities. Among the 31 target municipalities for the 2016 CSIS Pilot Testing are the municipalities of San Mateo, Isabela and Solano, Nueva Vizcaya for Region 02.

The 2 Local Resource Institutes (LRIs) identified to assist the Department in implementing the project are the Isabela State University (ISU)-Echague Campus for LGU-San Mateo, Isabela and Nueva Vizcaya State University (NVSU)- Bayombong Campus for LGU-Solano, Nueva Vizcaya. Considering their expertise in the field of research, these LRIs are tasked to conduct the fieldwork processes in the concerned LGU.

During his message, RD John M. Castañeda expressed his gratitude to the LRIs for taking part in this endeavor to assist the Department in promoting good local governance. He also underlined that the Department seeks to focus its efforts in boosting the performance of the LGUs. As such, the CSIS Project is one undertaking that empowers the LGUs to implement necessary interventions using tangible information which local officials could use to achieve their development goals.

The successful conduct of the MOA Signing event serves as a symbolic commitment of the Department and the LRIs as development partners in enabling the LGUs gain citizen-survey data as basis for targeting and prioritizing interventions to achieve inclusive growth and development. Through the CSIS, the citizens become the center of local administration which thereby enables LGU services become more responsive and holistic.
