Tuguegarao City- Department of the Interior and Local Government (DILG) Regional Director John M. Castaňeda orients 2 out of 5 governors of the region, an initial step of capacitating Local Chief Executives under the Newly Elected Officials (NEO) program of the department.

HARAPAN: Unang Hakbang tungo sa Maaasahan at Maunlad na Pamahalaang Lokal (A Dialogue with the incoming governors) is an initiative of DILG RD Castaňeda to establish and strengthen partnership with the elected governors of the 5 provinces of the region.

“We would like to reach out to the Governors on how we may assist them. We are both aiming towards good local governance so we are partners.. Together, we can achieve more, RD Castaneda emphasized in his message during the 1st Harapan with Governor-elect Mamba at DILG RO2 on June 10, 2016.

Governor-elect Manuel M. Mamba and his team had a fruitful interaction with DILG RO2 team as the latter presented the Seal of Good Local Governance (SGLG) governance report of the province of Cagayan, a take-off point prior to the introduction of key programs, projects and activities of the department to address the gaps identified in the said report.

The same strategy was used by the DILG RO2 team in the Harapan with Governor-elect Carlos M. Padilla of the province of Nueva Vizcaya on June 15, 2016 at Padilla residence, sub-office conference hall, Solano, Nueva Vizcaya.

DILG RO2 through the Regional Management, RD John M. Castaneda and OIC-ARD Atty Odilon L. Pasaraba, together with the team is determined that the HARAPAN: Unang Hakbang tungo sa Maaasahan at Maunlad na Pamahalaang Lokal (A Dialogue with the incoming governors) is an effective strategy to partner with the local government units in assessing and assisting the latter to attain good local governance.

The rest of the governors of the region will soon have their HARAPAN within the 3rd quarter of 2016.

The NEO Program is a term based capacity development program that aims to build strategic leaders who would lead their local governments in becoming competitive, efficient and responsive institutions for development. The 2016 NEO program covers all local officials given the fresh mandate as a result of the May 2016 local elections that will serve the office from 2016-2019. ##R2GETHER
