City of Ilagan – Isabela provincial governor Faustino G. Dy III  was all praise to Provincial Director Elpidio A. Durwin  of the Department of the Interior and Local Government (DILG) Isabela Provincial Office here  for his laudable contributions as member of the Provincial Disaster Risk Reduction and Management Council (PDRRMC).

PD Durwin personally received his Certificate of Recognition from Attorney Noel Manuel R. Lopez, Isabela Provincial Administrator, on the occasion of the Grand Launch of the National Disaster Consciousness Month held on July 06, 2015 at the provincial capitol.

Also recognized as the council’s Top Ten members were Police Superintendent Manuel B. Bringas (Isabela Police Provincial Office), Provincial Fire Marshal Andres T. Galapia (Bureau of Fire Protection), Romy Santos (Bombo Radyo-Cauayan City), Ramil B. Tuppil (PAGASA-DOST), Antonita M. Asis (Professional Regulation Commission), Conrad Delos Reyes (DWDY), Henry P. Pavon (Isabela Electric Cooperative), Retired General Benito Ramos (PDRRMC Consultant), and Colonel Reynaldo H. Labanen and Lieutenant Colonel Jose Arn Real (Philippine Army-AFP).

Governor Dy cited PD Durwin “for demonstrating with great aplomb to the country and beyond the true mettle of the Isabeleño- his unshakable faith and courage in the midst of adversity and his selflessness and capacity for public service beyond the call of duty.”

For asserting the right of every Isabeleño  to safer and more disaster-resilient communities and for partnering with the Isabela Provincial Government on DRRM concerns, Governor Dy said PD Durwin has distinguished himself as an esteemed member of the Isabela PDRRMC.

In April this year, Gov. Dy acknowledged in the presence of no less than Secretary Mar Roxas the DILG’s Operation LISTO Project in making the local government units in the province to be fully-prepared before and during the onslaught of typhoon Chedeng that resulted in ‘zero casualty’ and ‘no injury’ among residents especially in the coastal towns of Dinapigue, Divilacan, Maconacon and Palanan.
