“ A well-constructed road network is an indicator of an improved community. This simple yet powerful belief is the same principle why there is a need for a revision, in order to suit to the needs of our clientele”, OIC Assistant Regional Director shared to the participants of the Regional Consultative Meeting on the Revised Special Local Roads Fund Guidelines on May 19, 2015 at Ivory Hotel, Tuguegarao City.

The activity was participated in by 30 participants composed of LGU Engineers and Accountants of the 4 mainland provinces and 4 cities of the region.

Resource speakers from the Office of the Project Development Service of DILG Central Office namely Engr. Junius Baclig along with CAO Mina Arao of DPWH-RO2 discussed the salient features of the revised Guidelines. Participants were also briefed on the draft Tripartite Memorandum of Agreement between the Local Government Unit, Department of Public Works and Highways (DPWH) and the Department of the Interior and Local Government (DILG).

The open forum served as a perfect venue for the participants to share and discuss the previous and current implementation experiences on Special Local Roads Fund. Insights, issues and concerns were also tackled which will served as inputs for the implementation of 2015 SLRF.

The Special Local Roads Fund is the 5% of the Motor Vehicle User’s Charge (MVUC) apportioned to Provincial and City Governments in accordance with vehicle population and size of the road network under their respective jurisdictions. The percent share from the MVUC is exclusively for road maintenance, improvement of drainage, road safety projects, and traffic management along provincial and city roads.
