Seventeen (17) LGUs of the Province of Cagayan were provided with training on the Formulation of the Local Climate Change Action Plan (LCCAP) held at the JAPI Hotel, Cauayan City, Isabela on March 16-18, 2015 and March 17-21, 2015.  The two (2)  schools of the training were attended by the Municipal Planning and Development Officers (MPDOs), Municipal Agriculturists (MAOs), Municipal Environment and Natural Resources Officers (MENROs), Local Disaster Risk Reduction Officers (LDRRMOs) and the Municipal Local Government Operations Officers (MLGOOs).

The Local Climate Change Action Plan (LCCAP), which shall be drafted, adopted and implemented by the LGU, is a document that contains the adaptation and mitigation measures of the local government units  to address local impacts of climate change. Considering that the LCCAP should be science and risk- based, resource persons from the PAGASA and  DENR-MGB where invited to discuss the Climate Change Scenarios & Projections and the Hydro- metrological & Geological Hazards. The experts also made mention on some of the structural and non-structural mitigations to address these hazards.  Ms. Julieta B. Aparicio, the Project Manager of the Tanggol Kalikasan (a non-stock, non-profit and non-governmental organization doing public interest in environmental lawyering),discussed thoroughly the Vulnerability and Adaptive Capacity of their respective LGUs, looking into both the exposure and the sensitivity on the different hazards that  LGUs experience and the inventory of its adaptive capacities  to address these hazards in terms of wealth, technology and social capital, among others. The  result of which is the basis in the Formulation of the Local Climate Change Action Plan (LCCAP).

 DILG Cagayan Provincial Director Corazon D. Toribio stressed the need to formulate an LCCAP, not only because it is a requirement of the Seal of Good Local Governance (SGLG) and that it is mandated by a law, but she said, it is their contribution to lessen the adverse impacts of climate change not only in their lifetime but that of their grandchildren’s lifetime.
