SYMBOLISM

The Department of the Interior and Local Government (DILG) Region 2 Local Governance Regional Resource Center (LGRRC) Knowledge Management Framework is designed as a propeller which means that Knowledge Management is a continuous process.

  • Hexagon (6 corners)

    The six (6) corners of the hexagon represent the different outcome areas of the department. It likewise represents the five (5) provinces and one (1) Independent Component City in the region.

    The six (6) colors are indicative of the six (6) Outcome Areas

    • White – Peaceful, Orderly and Safe LGUs
    • Red – Socially-Protective LGUs
    • Yellow – Accountable, Transparent, Participative and Effective Governance
    • Blue – Business-Friendly and Competitive LGUs
    • Green – Environment-Protective, Climate Change Adaptive and
    • Violet – Strengthened Internal Organizational Capacity

  • Center of Hexagon “Mapagkalinga at Maunlad na Pamahalaang Lokal”

    The ultimate goal of the region is for LGUs to attain “Mapagkalinga at Maunlad na Pamahalaang Lokal”.

  • Hexagon as shape

    The Hexagon one of the strongest geometric shapes, and is known to withstand tremendous pressure, it is likewise a symbol of harmony and balance. The region derives its strength by working in harmony when providing the necessary assistance for LGUs to attain a “Mapagkalinga at Maunlad na Pamahalaang Lokal”:

    1. Capacity Development;
    2. Performance Oversight; and
    3. Awards and Incentives

  • Propeller

    A propeller is an implement which moves a particular object in motion, the movement must be consistent and continuous. knowledge sharing and management should replicate the propeller, consistent and continuous; it is an unending process and endeavor which moves the department forward in the implementation of its PPAs.

THEME

Connect. “Unity and Communion”, this is the ideology which holds true the LGRRC in the delivery of department’s programs, projects and activities. Though we believe in our capacity and excellence as an independent department, we likewise recognize our limits. Hence, in order to deliver the full extent of our programs to our stakeholders we must humble ourselves and reach out to our partners both in government and in the private sector. With this, the LGRRC strengthened and revitalized its partnership with the Multi-Stakeholder Advisory Committee (MSAC), a strong partnership and alliance forged in the crucible of time and experience. Furthermore, strengthening of the internal and external environments is crucial to promote efficiency, effectivity, learning and innovation in local governance.

Converge. Aside from the DILG Team, the region thru the LGRRC makes sure that stakeholders can actively participate in the implementation of DILG Programs, Projects and Activities (PPAs). Harmonizing the efforts of the MSAC and the internal environment ensures the efficient and effective implementation of department’s PPAs. This strategy further highlights the relevance of knowledge sharing and learning within the region. These organizations share similar interest and vision in transforming tacit and explicit skills and knowledge into concrete application through transfer of knowledge to clients or beneficiaries.

Convene. Conduct of fora or symposia on relevant issues and concerns on local governance is another strategy to effectively connect and communicate with MSAC partners, clients and other stakeholders. Bringing together partner agencies in an interface is in itself a bond that must be kept strong. Personal dialogue shows the transparency and resolve of every member agency and is some clear indicia of their commitment to the program. Likewise, the communion of the different partner agencies sends a strong message to our stakeholders that we are unified in every endeavor.

Communicate. One of the more crucial adaptation which made the human race a successful survivor and a dominant species, is its perfection of communication. Recognizing the importance of communication in any organization and in human life as a whole, DILG R2 thru the LGRRC ensure that opportunities and avenues for knowledge sharing, information dissemination and simply the exchange of ideas, are available and maximized. The region sees the importance of continuously nurturing and strengthening communication and knowledge portals both within DILG RO2 and with our partner agencies, clients, and other stakeholders.

The Local Governance Regional Resource Center (LGRRC) is designed to promote the culture of learning and knowledge sharing to support the Department of the Interior and Local Government (DILG) in its role as knowledge broker facilitators of capacity development interventions to local government units.

Guided by the LGRRC2 vision to be the Capacity development center to develop and nurture Mapagkalinga and Maunlad na LGUs; the mission to Deliver quality capacity development interventions and awards and incentives based on a well-managed assessment; and overseeing excellence in local governance along the outcomes of the department, LGRRC2 believed that every DILG RO2 employee is a Local Governance Resource Center able and willing to harmonize efforts for excellent results. This is LGRRC2’s Value Proposition.

Steered with our regional strategy, #R2GETHER: Region 2 Guarantees Every Task is Harmoniously done with Excellent Result, and guided by the ONE BEAT principle, we are committed to further strengthen and institutionalize the culture of ONENESS, beating and working as one TEAM. In doing so, DILG R2 thru the LGRRC see the importance of continuously nurturing and strengthening communication and knowledge portals both within DILG RO2 and with our partner agencies, clients, and other stakeholders.

Through LGRRC2’s service areas namely Multimedia Knowledge and Information, Capacity Development, Linkage and Public Education which cut across the six (6) major outcome areas, namely, Peaceful, Orderly and Safe LGUs; Socially Protective LGUs; Accountable, Transparent, Participative and Effective Governance; Business Friendly LGUs; Environment-protective, Climate change adaptive and Disaster Resilient LGUs; and Strengthened Internal Organizational Capacity, LGRRC 02 continuously improves its systems and processes in delivering public service to its clientele through Connect, Convene, Converge and Communicate working paradigm.
