CABARROGUIS, QUIRINOFollowing the passage of the Ease of Doing Business (EODB) Law and the issuances of guidelines in streamlining initiatives in processing business permits, licenses, building permits and certificates of occupancy, DILG-Quirino provincial office oriented the different officials and functionaries of all municipalities in the province on the Business Permits and Licensing System (BPLS) and Building Permits and Certificates of Occupancy (BPCO) online monitoring systems via Zoom application on June 28, 2021.

The online monitoring systems were developed to systematically validate the compliance of local government units (LGUs) particularly the Business Permits and Licensing Office (BPLO) and Office of the Building Official (OBO) to the guidelines. During the activity, system navigation was presented and the different roles and responsibilities of end users were also laid out, including the online submission of reports which is set to commence on July 8, 2021 for BPLS and July 16, 2021 for BPCO.

Further enunciating the importance of the systems, DILG-Quirino Provincial Director, Salvacion Z. Baccay, cited that it is a ground work for better local governance. “One may not be able to recognize the direct result of this commitment, but when it trickles down to the community, reforms like this pave way for a more efficient public service delivery and easier access to government services”, she said.

The activity culminated with the creation of LGU user accounts and the navigation of the system interface. (SOURCE: LGOO II JOHN LAMBERT A. PASCUAL)
