CABARROGUIS, QUIRINO - On June 10, 2021 the Anti-Drug Abuse Council (ADAC) provincial audit team of Quirino convened via Zoom online platform for phase 2 of the ADAC Performance Audit of local ADACs in the six (6) municipalities in the province for CY 2019.

Using the ADAC Functionality Monitoring System (ADAC FMS), the members of the audit team assessed the functionality and effectiveness of local drug councils based on existing issuances and policies; determine ADAC-initiated and/or - endorsed innovations and best practices at all levels; create a platform for evaluation and assessment; and recognize LGUs with the best and effective ADAC. Furthermore, assessment of local drug councils were made following the audit criteria on organization, conduct of meetings, fund allocation, plan and program implementation, financial and technical support and innovations.

Per assessment result, topping the list is the local ADAC of the municipality of Diffun who got a perfect functionality rate of 100, while the municipalities of Aglipay and Saguday scored 98 and 95 respectively. Meanwhile, the municipality of Nagtipunan managed to get a score of 90, whereas Maddela and Cabarroguis were given a final rating of 86 and 83 respectively.

Adjectival ratings are given for range of scores where 85-100 points are considered as “High Functional or Ideal”, 51-84 as “Moderate Functional or Progressive” while below points 50 and below are considered “Low Functional or basic”.
