PEÑABLANCA, CAGAYAN, March 2, 2020- Region 02’s Regional Peace and Order Council (RPOC) and Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) Operation Center (OpCen) was pre-launched and showcased to Local Chief Executives on March 2, 2020.

The operationalization of the RTF-ELCAC is pursuant to the Executive Order No. 70 which institutionalizes the Whole-of-Nation approach to address the root causes of insurgencies, internal disturbances and tensions, and other armed conflicts and threats by prioritizing and harmonizing the delivery of basic services and social development packages by the government, facilitating societal inclusivity, and ensuring active participation of all sectors of the society in the pursuit of the country’s peace agenda.

The Operation Center for RPOC 02 and RTF-ELCAC Region 02 shall open doors to all member agencies to collaborate for a more effective and efficient implementation of programs, projects, and activities towards a peaceful, orderly and progressive Region 02.

The OpCen is located at the 2nd Floor of the Kamaranan Hall at the Cagayan Provincial Capitol Compound at Alimannao Hills, Peñablanca, Cagayan.

Provided inside the OpCen are cubicles for the 11 Clusters of the RTF-ELCAC namely: Situational Awareness, and Knowledge Management Cluster; Local Government and Empowerment Cluster; Legal Cooperation and International Cooperation Cluster; Strategic Communication Cluster; Sectoral Unification, Capacity Building and Empowerment Cluster; Basic Services Cluster; Poverty Reduction, Livelihood and Employment Cluster; Infrastructure and Resource Management Cluster; Localized Peace and Engagement Cluster; Peace and Development Cluster; and, Enhanced Comprehensive Local Integration Program (E-CLIP) and Amnesty Program Cluster.

Moreover, a room inside the OpCen is also provided for the Cagayan PPOC and Provincial Task Force for ELCAC. In this manner, member agencies of PPOC and PTF-ELCAC can accommodate referrals pertaining to peace and order situation in the Province of Cagayan.
