AUGUST 20, 2019, TUGUEGARAO CITY – With the vast and dynamic role of the LGUs in addressing the needs of its constituents, the Department of the Interior and Local Government (DILG), Department of Budget and Management (DBM) and Presidential Communications and Operations Office (PCOO) through Philippine Information Agency (PIA), with support from the Philippine National Police (PNP), Provincial Government of Cagayan and City Local Government of Tuguegarao conducted the Open Government and Participatory Governance.
Townhall Meeting dubbed as Dagyaw 2019 on August 20, 2019 at CSU Andrews Campus, Caritan Highway, Tuegarao City, Cagayan.
A Hiligaynon term which means “Bayanihan”, Dagyaw translates the government’s objective to provide avenues for productive, valuable, sincere and visible engagement between government and the people at the local level. Fitting to this nature and intention, at least 800 participants coming from various stakeholders gathered together to address and clarify local issues interfaced by local government officials and CSO representatives.
The activity was graced by DILG Assitant Secretary for Community Participation and Barangay Affairs Roosque B. Calacat who reminded the local officials of their key role as vanguard of good governance. The government, according to him, is counting on their experience and expertise in leading their constituents. He said that the Dagyaw 2019 is deemed to pave way for productive and valuable engagement between the government and the people at the grass root level. "Your presence today is a testament to your openness and willingness to take part in shaping a government that is open, participatory, inclusive and sensitive to people's needs," the assistant secretary said.
Present also were Cagayan Governor Manuel N. Mamba and Tuguegarao City Mayor Jefferson P. Soriano who delivered their message of support to this initiative and took the opportunity to share their best practices, Peoples’ Day and Barangay Day, respectively, which provides a platform for their constituents to raise their concerns pertaining to government services and programs.
PCOO Assistant Secretary Atty. Omar Alexander Romero facilitated the townhall meeting where officials from the concerned agencies tackled the region’s priority concerns on health, education and employment. ARD Arnulfo Balane of Department of Education (DepEd), ARD Atty. Russel A. Jallorina of Department of Labor and Employment (DOLE), and RD Rio L. Magpantay of Department of Health (DOH) joined by RD Jonathan Paul M. Leusen, Jr., CESO III of DILG and RD Alice B. Trinidad of DBM acted as panelist of their agency’s programs and projects during the open forum.Participants were able to raise their issues and concerns and were addressed by the agency concerned.
PCOO Assistant Secretary Atty. Romero said that the Dagyaw activity will be a yearly program of the president.
