APARRI, CAGAYAN June 26, 2019 - To improve the tracking and monitoring efforts of Local Government Support Fund – Assistance to Municipalities (LGSF-AM) Projects, the Department of the Interior and Local Government- Cagayan Provincial Office, in coordination with the Support to Local Government Program Oversight Project Monitoring Office (SLGP-OPMO) and the Regional Project Management Office, designed the conduct of an On-site Orientation of project beneficiaries on the Department’s most recent reporting platform, DevLIVE.

Development LIVE (DevLIVE), is an online data capture and visualization platform, which was developed thru the partnership of DILG with the UNDP. The system will serve as a monitoring and feedback tool for the citizens thereby fostering a state-society partnership that is participatory, transparent, and ultimately democratic.

For the month of June 2019, 13 Municipalities were visited by the Provincial PDMU Team to conduct the activity, namely: Buguey, Santa Praxedes, Allacapan, Santa Teresita, Gonzaga, Gattaran, Alcala, Baggao, Tuao, Iguig, Penablanca, Solana and Aparri. The rest of the Municipalities in Cagayan were scheduled on July 2019.

The Orientation was attended by the direct beneficiaries of each completed and on-going LGSF-ADM/AM Projects in the LGU. Participants are given an overview of what the DevLIVE Program is and how it intends to help the Government in terms of project monitoring and policy making. Facilitators give a step by step discussion on report submission. Facilitators also stress the non-disclosure of reporter’s identity to the LGU, as anonymity is necessary for honest feedbacks and to protect the reporter from risk of harassment. The feedback moderation process was elaborated emphasizing that feedbacks are accurate, are not biased or for patronage, and best reflect the views of the community.

After the orientation, participants, with the facilitators and LGU functionaries, visit project sites to directly assess the completed and on-going projects of the LGU, capture project photos and submit their respective feedbacks.

Along with the DevLIVE Orientation, Provincial PDMU personnel also use the on-site LGU visit as an avenue to provide technical assistance to MLGOOs on the use of the SubayBAYAN Portal and conduct inspection to on-going projects.

Trained beneficiaries were given the responsibility to inform others about the presence of the DevLIVE reporting platform and urge others to participate in local governance through the use of the DevLIVE application.#(Source:LGOO II Mikhaela L. Aman)
