
TUGUEGARAO CITY – A Nationwide Regional Dialogues or the Dagyaw: Open Government and Participatory Governance Townhall Meeting 2019 will be held on August 20, 2019, 9:00 AM, at CSU Andrews Campus, Caritan Highway, Tuguegarao City, Cagayan. This event will be a joint effort led by the Department of the Interior and Local Government (DILG), Department of Budget and Management (DBM) and Philippine Information Agency (PIA), with support from the Philippine National Police (PNP), City Local Government of Tuguegarao and Provincial Government of Cagayan.
The event aims to 1.) Communicate the good governance reforms of the Duterte administration; 2.) Provide a platform for regular citizens to clarify “Issues of the Day” and raise local concerns through a direct interfacing between senior government officials; 3.) Provide a venue for citizens to access a one-stop shop for frontline government services and national programs down to the region; and 4.) Gather stakeholder inputs for the co-creation of the Philippine Open Government Partnership (PH-OGP) National Action Plan 2019-2021. Further, the dialogue intends to provide a platform for citizens to directly interface with senior officials of government through Town Hall Sessions, bringing the government closer to people.
“DAGYAW" is a Hiligaynon term meaning "Bayanihan" which exemplifies concept of “togetherness.” Dagyaw fittingly describes the very nature and value proposition of the Participatory Governance Cabinet Cluster and Open Government Partnership which is about bringing different stakeholders together. The event envisions to be one of the main government campaigns that will provide avenues for productive, valuable, sincere and visible engagement between government and the people at the local level.
A total of 800 stakeholders are expected to participate in the townhall meeting in the morning. Attendees will be representatives from civil society organizations, academe, business groups, public sector unions, people’s organizations, local media, private sector representatives, basic sector representatives and regular citizens.
Also, OGP Regional workshop will take place in the afternoon to be participated in by some 100 identified Civil Society Organization (CSOs) and other stakeholders. Heads of the Department of Education (DepEd), Department of Labor and Employement (DOLE) and Department of Health (DOH) will be present to discuss K-12 Program, employment and universal health care, respectively.
