Intensified strength was ensured in building a more disaster-resilient Cagayan Valley Region.

Around 600 participants composed of Local Chief Executives (LCEs), Philippine National Police (PNP) Chiefs of Police (COPs), Bureau of Fire Protection (BFP) Fire Marshalls (FMs), Local Disaster Risk Reduction and Management Officers (LDRRMOs), Representatives from National Government Agencies (NGAs) and Department of the Interior and Local Government Region 02 (DILG R02) officials and personnel renewed commitment in sustaining the disaster resiliency of the Region.

This was made possible during the Regional Summit on Disaster Preparedness: Celebrating Region 02’s Resilience on March 19, 2019 at Zen Hotel, Santiago City.

The activity aimed to provide common understanding on the application of the enhanced Operation LISTO manual among the participants.

Also, the summit aimed to strengthen collaborative efforts of stakeholders in disaster risk reduction and management and enhance awareness and advocacy on the importance of disaster preparedness measures and protocols.

During the opening program, Dir. Jonathan Paul M. Leusen, Jr., CESO III, DILG Region 02 Regional Director, imbibed the importance of being proactive and to prepare rather than to be reactive and consequently repair the damages of disasters.

“Other regions look up into us and wish to replicate our best practices. We must not stop here. Let’s strive and continue to improve our region”, RD Leusen added.

Topics discussed and resource speakers during the summit include Climate Outlook and Weather Orientation by Engr. Fredolina D. Baldonado, Weather Services Chief of Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA); Enhanced Operation LISTO Protocols by EnP Elsbeth T. Maralli, Assistant Division Chief of DILG R02 Local Government Capacity Development Division (LCDD); and Management of the Dead and the Missing Person by Mr. Robin E. Lim of DILG Central Office Disaster Information Coordinating Center (CODIX).

Meanwhile, selected Local Government Units (LGUs) with exemplary practices on disaster risk reduction and climate change adaptation (DRR-CCA) and recipients of various national awards on DRR shared their best practices.

These LGUs were the Provinces of Batanes and Isabela; Tuguegarao City, Cagayan; Villaverde, Nueva Vizcaya; and Saguday, Quirino.

Also, a dialogue with stakeholders was facilitated to thresh out and address clarifications on the presentations and various issues along DRR-CCA.

The summit concluded through a turnover of Operation LISTO Manuals to each province and commitment setting for a more disaster resilient Region 02.
