
Since 2015, the Department of the Interior and Local Government Regional Office 02 provided a forum which threshed out issues and concerns of Middle Managers, specifically the Cluster Officers to successfully implement Programs, Projects and Activities in the field. Thus came the concept Cluster Officers Forum For Effective and Efficient (COFFEE) DILG RO2.
This year, the conduct of COFFEE was strategically conducted in partnership with the Civil Service Commission on Equipping Human resources with CSC Updates to Boost performance (EHUB). Hence the conduct of COFFEE cum EHUB on June 21-22, 2018 Blue Coast Beach Hotel, Sta. Ana, Cagayan.
The activity highlighted on the identification of strategies in response to the pressing demands of regional and field operations on human resource management that affect personnel performance.
The activity was attended by middle managers on the first day and 35 Regional and Provincial Personnel Selection and Promotion Board Members on the second day. It was graced by Acting Director II Jovy Miguel of the CSC Cagayan-Batanes Field Office. She shared with the participants the concepts, principles and updates on the observance and compliance with required work hours in field operation, rules and regulations governing contract of service and job order workers in the government; and our convergence efforts with the Civil Service Commission, particularly on the issuance of eligibility for barangay officials and other LGU issues and concerns which need to be resolved with the CSC.
The Resource Speaker challenged the group in coming up with strategies in strengthening human resource management after threshing out issues and concerns, in the institutionalization of the Program Institutionalizing Meritocracy and Excellence in Human Resource Management (PRIME-HRM).
“We can do difficult things lighter if we will do them together. This is a simple manifestation of being Matino, Mahusay, at Maaasahan.”, DILG RO2 Regional Director Jonathan Paul M. Leusen, Jr., CESO IV highlighted in his message during the second day of the activity.
The two-day forum concluded with enlightened minds and convergence with Civil Service Commission in promoting Service Excellence through human resource management. –SAO Ive B. Saludez
