SANTIAGO CITY, ISABELA – Department of the Interior and Local Government (DILG) Region 02 has finished the orientation on its newest program to different provinces in the region, July 19-20, 2018.

Spearheaded by DILG – Provincial Office of Quirino, the two-day orientation on Local Government Support Fund—Assistance to Municipalities (LGSF-AM) Program aims to provide oversight mechanism, policies and guidelines, processes and responsibilities of LGUs while increasing their engagements to attain a high delivery rate of the program.

Provincial Director Salvacion Baccay said that the activity will help them understand the program and avoid having any non-compliance especially that this new program has a very specific timeline for implementation.

“Ita a tawen, kayat ko nga ipaganetget nga umis-istrikto nga umis-istrikto da metten. Nakad-addu ti masapul nga aramiden tayo ket sikami, aramiden mi ti kabaelan mi nga maipresenta ken maipalawlawag kanyayu tapnu haan tayun tu nga agkurkurang,” the provincial director said.

Meanwhile, Governor Junie Cua, represented by Mr. Jerry Pagbilao, expressed his gratitude to the department for implementing projects that will improve and develop the province for a better Quirino.

“Iti pagyamyamanan la unay ni Governor ket iti panagkaykaysa tayo tapno mapapintas tayo pay ti probinsiya ti Quirino,” the representative said.

Representatives from the Office of the Project Development Services - DILG Central Office namely Mr. Relly Leysa, Engr. Felixberto Chua, Mr. Mic Ivan Sumilang, Engr. Dennis Valencia and Engr. Cheryl Flores shared their expertise on the AM program which includes policy content and guidelines, responsibilities and accountabilities, project monitoring, SubayBAYAN and other related matters.

Hon. Marcelina Pagbilao, mayor of Saguday, shared in the open forum that they strictly followed the procedures in identifying members of the Civil Society Organization and other special bodies.

Submission of quarterly and other pertinent reports, she added, is very significant to qualify financial assistance under Local Government Support Funds.

Currently, there are 228 total funded projects from different towns in Cagayan Valley amounting to P807.23M. Quirino Province has 17 projects for its 6 municipalities with an assistance of about P54.12M.

Said projects should be implemented within a year upon the release of financial assistance to avoid any reversion of funds.

DILG will closely monitor the Locally-Funded Projects using the institutionalized guidelines set forth by the Department. # (By KC D. Sucuano, Information Officer I – RPMO)
