DILG-Quirino initiated a three-day activity titled “Workshop on Enhancing the Value of Accountability on Locally-funded projects through Unified Efforts (WE VALUE)” on February 20-23, 2018 at Crown Hotel, Baguio City to improve the current local governance setting particularly project management and implementation in the province. The activity was tagged as the first capacity-building for members of the Project Monitoring Committee (PMC) in the region.

Provincial Director Salvacion Z. Baccay emphasized in her message that M&E has been an invaluable tool in improving the delivery and success of projects. Thus, capacitating the parties involved in this tool will surely provide a new perspective in maximizing its use to advance the delivery of services in the province.
Regional Director Jonathan Paul M. Leusen, Jr. commended the province for being the first in the region to conduct a capacity-building for PMCs. He then posed a challenge to the participants to attain a higher delivery rate of quality projects for the Province of Quirino as a result of the activity.

The three-day activity encompassed a combination of lecture-discussions aided by powerpoint presentations, guided group workshops and other experiential forms of learning. The Cluster Operations and the Project Development and Monitoring Unit facilitated the activity.

Ms. Mageline S. De Laza, Division Chief of NEDA-RO2 and Engr. Cheryl A. Flores, Division Chief of DILG-CO OPDS-PMED were invited as resource persons to share their expertise on project monitoring and evaluation.

Using the new insights gained in the activity, the participants identified effective strategies and prepared action plan to improve project management and implementation. Indeed, WE VALUE paved way for the PMC to improve their approach in M&E and sustainability assessment of all locally-funded projects within their respective areas.

As a culminating activity, a Provincial Awarding Ceremony was held to recognize exemplary performance of LGUs in terms of project implementation for the previous year and at the same time to encourage others to scale-up their performance for the succeeding years and emulate the best practices of the winning municipalities.

The Municipality of Nagtipunan garnered award for the Most Compliant LGU in terms of Online Uploading, Posting, and Updating of Status Report in the BUB Portal. On the other hand, the Municipality of Saguday bagged four (4) awards namely: LGU with the Highest Completion Rate of 2017 ADM Projects, LGU with 100% of BUB Projects Sustained and Maintained, Most Compliant LGU in terms of Timely Submission of Technical Documents, and LGU with 100% of Completed Projects Liquidated as of December 31, 2017, making them the Best LFP Implementer for CY 2017.
