The Department of the Interior and Local Government (DILG) Quirino facilitated the completion of the 2018-2022 Local Road Network Development Plan (LRNDP) of the Provincial Local Government Unit of Quirino in a series of activities called “Training-Workshop on Local Road Mapping” on December 6-7, 2017 at One Tagaytay Place Hotel Suites, Tagaytay City and “Seminar-Workshop on the Updating of the LRNDP” on December 11-12, 2017 at Camayan Beach and Resort, Subic, Zambales.

The seminar-workshops which was attended by the LGUs’ planning stakeholders were conducted to update the existing Provincial Local Road Network Development Plan (PRNDP) of the Provincial Government into Local Road Network Development Plan (LRNDP) where road investment needs and priorities are identified and funded through the Conditional Matching Grant to Provinces (CMGP) for Road Repair, Rehabilitation and Improvement and to ensure that the proposed projects for FY 2018 are the legitimate priorities of the PLGU consistent with the Provincial Development and Physical Framework Plan (PDPFP) and the Provincial Development Plan (PDP).

The first activity was participated by Municipal Planning and Development Coordinators (MPDCs), Municipal Engineers, GIS Personnel and Technical Staff from the six (6) municipalities of the Province. The activity was designed to equip the local functionaries of the municipal governments with the new processes and tools such as the Value Chain Analysis (VCA) and the Unified Mapping Program (UMP) of the National Mapping and Resource Information Authority (NAMRIA) that may be used in planning since a rising from the initial road consideration includes connectivity of all roads including Municipal and Barangay Roads within the Province, OIC Provincial Director Salvacion Z. Baccay said in her opening message that road mapping is equal to good planning since it helps in the identification of road investment needs and priorities based on economic drivers and thus allows strategic use of resources.

Aside from the lecture-discussions, the participants in the Local Road Mapping were engaged in a series of assisted group workshops that enabled them to digitize and create their respective road network maps.

The second activity was focused on capacitating the members of the Local Road Management (LRM) Team Technical Working Group on the relevant provisions of DILG Memorandum Circular No. 2017-159 which provides for the guidelines and processes on the development of the LRNDP.

Mr. Achilles F. Babala of the Office of Project Development Services (OPDS) served as the main resource person for the two-day seminar-workshop. When discussing about the value of having a road network plan, he said that the same provides for the direction for the development of the road sector in the province. For instance, the plan can be used to inform potential investors on the road transport development of the province or can effectively provide tourism front liners with the basis for developing tour packages.

To consolidate the outputs of the two (2) activities and to finalize the said plan, DILG Quirino again conducted a two-day LRNDP Writeshop on December 20-21, 2017 at Wilmer’s Resort, Santiago City which facilitated the submission of the 2018-2022 LRNDP of the Province of Quirino duly approved by the Local Development Council (LDC) and adopted by the Sangguiniang Panlalawigan on December 27, 2017.#
